In multiplayer, if you need 5 cougars, bears, or wolves you should find someone who is doing the special animimals challenges like Lobo the wolf. You will be knee deep in wolves, same with Khan the jaguar and the bear one.

I just finished the "bearly legal" achievement in two minutes. I went to Tall Trees and found a herd of 20 bears just hanging out in the valley below the cliff I was on. I didn't think bears were all that social of a creature.
